The FSB accused the former head of the Rusnano subsidiary of stealing 13 billion rubles during the creation of Russian flexible tablets

The Plastic Logic company, which was founded by Rusnano, stole more than 13 billion rubles when creating a Russian tablet, RBC reports, citing the FSB.

As part of the investigation into the case, the former head of Plastic Logic, Boris Galkin, was detained. At the end of August, TASS, citing sources, reported that the former head of the company was arrested in a case of major embezzlement (Part 4 of Article 160 of the Criminal Code) of funds allocated to Rusnano, which was recognized as the injured party.

In a statement today, the FSB clarified that the investigation established Galkin’s involvement in the theft of more than 13 billion rubles. The agency claims that since 2020, the former head of Plastic Logic has been hiding abroad, and “in 2024, upon entering the territory of the Russian Federation, he was detained by security officials.” By data Kommersant, Galkin was detained back in June, and he came to the police department himself at the request of FSB operatives.

The Plastic Logic company was founded by Rusnano in 2010 to implement the innovative project “Organization of the production of displays and other devices using new generation plastic electronics technology,” the FSB said in a release. As RBC notes, we are talking about a joint project with the Irish Plastic Logic for the construction of a plant for the production of flexible displays in Zelenograd.

According to the department, despite the fact that Plastic Logic did not have “production capacity and qualified personnel to create innovative production,” top managers of Rusnano transferred more than 13 billion rubles received from the Russian budget to the company’s accounts. “According to the investigation, Plastic Logic, under the leadership of Galkin B.Yu. innovative production has not been created, and the allocated funds have been transferred to foreign jurisdictions,” the FSB said.

In 2011, the then head of Rusnano, Anatoly Chubais presented Vladimir Putin (then Prime Minister of the Russian Federation) received a flexible tablet “capable of replacing the entire set of textbooks in all disciplines.” The project was never implemented. In addition, after an audit by the Accounts Chamber, it became known that a plant for the production of flexible displays in Zelenograd was never built, and technology was not purchased from the foreign Plastic Logic.

Anatoly Chubais headed Rusnano in 2008-2020. Then he worked as the special representative of the President of the Russian Federation for relations with international organizations. Shortly after the full-scale invasion of Ukraine by Russian troops, Chubais left Russia. Bloomberg reported that he resigned from the post of special presidential envoy and left the Russian Federation due to disagreement with the war.

After Chubais’s departure, Vladimir Putin and the State Duma Speaker criticized Vyacheslav Volodin. Speaking in parliament on October 23, Volodin proposed to achieve the extradition of Chubais to Russia.
